China and India join hands to launch IT industry cluster in Guiyang

OECD to prepare recommendation on AI for South Korea Ministry of Science and ICT

According
to the State Council of China, a China-India IT industry cluster was
recently launched
in Southwest China’s Guizhou province, in a bid to step
up cooperation between the two countries through integrated development.

Guiyang,
capital of Guizhou province, has joined hands with NASSCOM, an Indian non-profit IT industry
association, and NIIT, an
Indian talent development enterprise, to launch a series of cooperation
projects.

According
to official data, Guiyang, also known as China’s “big data valley”, saw its big
data enterprises gaining 81.7 billion yuan ($12.8 billion) in revenue in 2017,
contributing 33% to the city’s annual GDP.

Two
initiatives were inaugurated on a forum at China International Big Data
Industry Expo 2018
, they are the NASSOM (Guiyang) IT Industry Cluster
District and the NIIT Big Data College.

The NASSOM (Guiyang) IT Industry Cluster
District

Located
in Guiyang’s High-tech Zone, the 8,000-square-meter NASSOM (Guiyang) IT
Industry Cluster District is to become an important base for Guizhou’s software
and service outsourcing industry.

In
three to five years, the district is expected to achieve over 275 million yuan
in revenue, by hosting more than 25 enterprises as well as more than 500
software engineers.

According
to Mr Chen Yan, Mayor of Guiyang Municipal government, the government will “spare
no effort to develop the digital economy
”, accelerate the establishment of
China's “Big Data Valley", and lead the economic and social development
with high quality data.

He
also pledged that Guiyang will do its best to provide service guarantees,
create favourable conditions for the development of Indian companies, and achieve
mutual benefits and common development.

Established
in 1988, NASSCOM is a not-for-profit industry association for the IT business
process management (BPM) industry in India. The organisation is focused on
building the architecture integral to the development of the IT BPM sector
through policy advocacy, and help in setting up the strategic direction for the
sector to unleash its potential and dominate newer frontiers.

Last
December, the NASSCOM established its first Sino-Indian Digital
Collaborative Opportunities Plaza (SIDCOP) platform in the Chinese port
city of Dalian which is India's first IT hub in China.

The NIIT Big Data College

The
NIIT Big Data College will offer various training programs including big data
technology, network development and business intelligence analysis.

Held
in Guiyang from 26 to 29 May, the China International Big Data Industry Expo
2018 features 8 high-profile dialogues and over 50 forums under the theme “Data
for Everything, Intelligence for Integration”. The forums will cover six
topics, namely Digital Economy Development, National Governance with Big Data,
Innovations in Technology Industries, Data Security Assurance, Big Data and
Livelihood, and Regional Cooperation and Communication. 

In
his congratulatory
letter
to the Expo, President Xi Jinping pointed out the
new-generation information technologies represented by the Internet, big data
and AI are changing constantly. They have exerted profound influence on
socioeconomic development, national and social governance, and people’s lives.
Countries around the world should strengthen exchanges, share knowledge and
deepen communication and cooperation to seize the golden opportunities for big
data development, promote the healthy development of the big data industry, and
address challenges in such areas as data security and cyberspace governance.
