State-wide Command and Control Centre set up for 7 smart city developments in Madhya Pradesh, India

The Bhopal Smart City Development Corporation Ltd. (BSCDCL) is setting up a cloud-based Integrated Command and Control Centre (ICCC) for multiple smart city developments in the state of Madhya Pradesh in India. The seven cities covered by the ICCC: Bhopal (capital city of the state), Gwalior, Jabalpur, Indore, Ujjain, Satna, and Sagar.

The centre enables the monitoring and administration of civic utilities, transportation systems, public safety and citizen services from multiple cities in the state through a central cloud-based platform.

BSCDCL has selected Hewlett Packard Enterprise (HPE) for creating the ICCC. HPE has provided an end-to-end solution for BSCDCL that combines an IoT platform, servers, edge compute systems, consulting services and a broad ecosystem of partners. It Integrates data analysis and coordination across city systems and multiple agencies, transforms city operation from reactive to proactive and enables early intervention.

This is enabling BSCDCL to realise more of the value derived from the massive volumes of data created by connected devices in multiple cities and use contextual analysis to provide real-time information to citizens and authorities.

ICCC also provides a “Single Source of truth” for the cities’ civic functions. The primary objective of establishing a cloud-based state-level integrated data centre, disaster recovery centre and integrated command and control centre for all the seven smart cities to provide better services to citizens with a view to improving their quality of life. Another benefit of the unified command centre is significant cost savings, as compared to deploying individual command centres across each city individually. The integrated nature of the platform also helps with cost optimisation and minimising revenue leakage.

“HPE has collaborated with BSCDCL to explore feasible options for our unique vision to transform Bhopal and the other locations into Smart Cities” said Chandramauli Shukla, Chief Executive Officer BSCDCL. “The range of HPE hardware and IoT design, advisory and integration elements have seamlessly provided us with a unique, innovative, city-specific solution.”

The city of Bhopal is already working on several smart city projects, such as the introduction of an Intelligent Transport System for the city buses, which allows the authorities to keep a track on every bus in the city and a Smart Public Bike Sharing programme. The city has also launched an Automated Fare Collection (AFC) and Surveillance Solution for Intelligent Transport System (ITS) for Bhopal City Bus Services and Bus terminals. The Bhopal Municipal Corporation also plans to provide a Market Place” of good quality services to the citizens of the City in the form of Digital Platform.

As of January 2018, a total of 99 cities had been selected under India’s Smart Cities Mission, with a proposed investment of up to Rs 2.04 trillion (USD 32 billion). As of 17 January 2018, there are 2,948 projects worth USD 22 billion in various stages of implementation.

Project areas include the development of smart roads, rejuvenation of water bodies, cycle tracks, walking paths, smart classrooms, skill development centres, upgradation of health facilities and citywide enablers such as integrated command control centre and ICT-based municipal services. 36 cities have already initiated the smart roads and 30 cities have initiated integrated command and control projects. Additionally, 37 cities have initiated smart water projects and 44 cities have initiated solar projects. Architectural, place-making and city beautification projects have been initiated in 40 cities.

The selected cities are choosing relatively small areas to start with, for addressing infrastructure deficit. In several cities it comes to more than 10% of total city area. The city governments and citizens have leeway to select the area in the mission cities to be selected for Area Based Development (ABD). Bhopal has also earmarked an area for ABD.
