Alan finished his undergraduate degree in Electronics and Communications Engineering from the University of San Carlos in Cebu City, Philippines. Right after college education and passing the Professional Regulation Commission ECE Board Exam, he jumpstarted his career in the telecom industry from outside plant to central office operations. He advanced his career in broadcast engineering and management for more than 10 years in AM and FM combined.
Being an entrepreneur on the side, Alan was invited to join a business organization and eventually became the President of Butuan City Chamber of Commerce and Industry. As an active community leader, he also joined other organizations such as the Filipino Chinese Chamber of Commerce of Agusan, the Institute of Electronics Engineers of the Philippines, the Butuan City Tourism Council and the Kapisanan ng mga Brodkaster ng Pilipinas where he served as Vice President – Business and Government Affairs, National Board of Director, Auditor and Standards Authority, respectively.
In 2009, he jointly founded the Caraga ICT Council with the help of Department of Trade & Industry and National ICT Confederation of the Philippines. He was voted as the Vice President when it was founded and later on was elected as President in 2015.
Inherent to serving the public, Engineer Silor acted as an ICT Consultant to the City Mayor of the Local Government Unit of Butuan City in 2012. And at present, he is one of the assistant secretaries of the DICT upon the appointment by President Rodrigo Duterte in 2016.
Assistant Secretary Alan Silor is designated to perform duties ensuring the effective and efficient operation of the following:
1. Free Public Wi-Fi Project;
2. Public Access and Connectivity;
3. Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) matters;
4. Countryside Development;
5. Intelligent City;
6. Disaster Management (emergency communications);
7. Hotline 8888; and
8. Freedom of Information (FOI) as Focal Person of DICT.
On his first year in service, through the experience and leadership of Assistant Secretary Silor, DICT has staged the first-ever iCiTY (Intelligent City) Summit with a theme “A Safer and Better Connected Philippines” held in March 2017 at the Edsa Shangri-La Manila and now he is in works in designing the direction, standards and policy in creating a roadmap for intelligent city ecosystem.
To further the knowledge and continue his study in smart city concepts, ASec Silor participated in international events such as the Taiwan e-Government and Smart City Workshop, the Asia-Pacific Regional Forum on Smart Cities in Thailand, the Smart Nation: Strategy to Implementation Course in Singapore and the JISC/IEC/APCF HRD Seminar on LED/Smart City in Viet Nam.
Assistant Secretary Silor has also presented the Republic of the Philippines and attended the USTTI Training on Emergency Communications in Washington, DC US of A, the 56th APEC Telecommunications and Information Working Group Meeting in December 2017 in Bangkok, Thailand and he has actively participated the BIMP-EAGA Strategic Planning Meeting last February 2018 in Bandar Seri Begawan, Brunei Darussalam.
