Grace Martha earned her Master in Technology Management degree at the University of the Philippines (Diliman) and Bachelor of Science in Mathematics degree at the Pamantasan ng Lungsod ng Maynila as a government scholar. Acquired more than 20 years experience as an IT Consultant/Professional handling various projects with private and government clients involving Project Management, Website/Portal Development, Application/Information Systems Development, Information Systems Strategic Planning, Government Procurement (RA 9184) of ICT Resources; IT/ICT Curriculum Development, Resource Person/Lecturer; Workshop Facilitator; Computer Facilities Management; IT/ICT Consulting; IT/IS Audit; and Terms of Reference Development for ICT Projects.
Attended local and foreign trainings and seminars, and represented the Philippines in foreign conferences and fora in the field of information and communications technology.
On May 2007, chosen as the Philippine Information Technology Ambassador (ITA) to the Digital Opportunity Forum (DOF) organized by Korea Agency for Digital Opportunity and Promotion (KADO). On September 2015 the Career Executive Service Board conferred her Career Executive Service (CES) Eligibility.
