Mr. Melchor T. Plabasan is a Certified Public Accountant (CPA) and a Certified Information Systems Auditor (CISA). He is currently the Deputy Director and Group Head of the Core Information Technology Specialist Group (CITSG), the unit within the Bangko Sentral ng Pilipinas (BSP) in charge of providing IT supervision and payment systems oversight to banks and other BSP-supervised financial institutions (BSFIs). In Mr. Plabasan’s eleven (11) years in CITSG, he has gained broad experience and technical knowledge in IT offsite supervision and onsite examination of banks, including payment systems. Even before assuming his current position, Mr. Plabasan has already provided valuable contributions to the IT landscape of the Philippine financial sector. To name a few, he formed part of the team that crafted the e-money regulations (BSP Circular No. 649 series of 2009), enhanced technology risk management framework (BSP Circular no. 808 series of 2013) and the newly issued guidelines on virtual currency exchanges (BSP Circular No. 944 series of 2017). Currently, he is involved in various initiatives related to technology risk supervision, cybersecurity, cloud computing, mobile finance and payment systems oversight. In particular, he is actively involved in the reforms to strengthen the electronic retail payment systems as well as oversee the industry-wide initiative on EMV migration. Likewise, he is spearheading various cybersecurity reforms aimed at enhancing BSP’s cybersecurity oversight and supervision as well as promoting a secure cyber environment for the financial ecosystem. Given his extensive experience and technical acumen, he is frequently invited as a speaker and resource person in various local and international events on areas relevant to technology risk management, payment systems, cloud computing and other highly technical and specialized topics.
