Eng Pheng currently heads the Services Group at the Government Technology Agency. The group
is responsible for driving technology-enabled transformation and digitalisation in various Government agencies, and comprises more than 1,200 officers that constitute the CIO teams sited in 57 public sector agencies.
Prior to his current role, Eng Pheng’s past portfolio in the Infocomm Development Agency (IDA, GovTech’s predecessor agency) included leadership of a number of Sectoral Transformation initiatives spanning trade and logistics, finance, tourism, education and healthcare. In that role, Eng Pheng had worked closely with both public and private sector partners to leverage ICT and digital technologies for competitiveness and efficiency. In the last three years, Eng Pheng focused on leading internal business transformation and staff capability development, up-skilling his CIO teams with the latest technologies and process methodologies. This led to his team being tasked in Jan 2018 to coordinate a year-long Ministry Family Digitalisation Planning across the whole Singapore Public Sector.
Eng Pheng has 30 years of infocomm industry experience, and has held various roles such as the Chief Information Officer of a Ministry, Director of eGovernment Planning for the Singapore Government, and leader of IDA’s international government-to-government ICT consultancy etc. For his contributions, Eng Pheng was awarded the Public Administration Medal (Silver) in 2015. Eng Pheng holds a MSc (Management of Technology) from the National University of Singapore, and attended the Advanced Management Programme at the Harvard Business School in 2013.
