Binh Phuoc’s Digital Transformation Journey

The southern province of Binh Phuoc has accomplished 22 out of the 33 targets outlined by the National Committee on Digital Transformation for 2023. It aims to increase the share of the digital economy in the local gross domestic product (GDP) to 20% by 2025.

At a recent conference organised by the provincial People’s Committee, experts and management officials said that the province should continue modernising its management approaches. This includes fostering new products, solutions, services, and economic models while advancing the digital economy, establishing smart cities, and implementing digital government initiatives.

Tran Tuyet Minh, the Vice Chairwoman of the Binh Phuoc People’s Committee, noted that the province has excelled in digitalisation. Last year, it ranked 12th nationally in terms of digital transformation. Moreover, it secured the second spot among the localities within the Southeast region. Notably, the province was ranked 12th for digital government, 22nd for digital economy, and 14th for digital society.

The rate of public services used by the residents has nearly reached 100%, and the proportion of online processing for administrative requests has exceeded 97%. Furthermore, 98% of administrative dossiers have undergone digitalisation. Nearly 26,500 online transactions were made for payment for public services, with a total value of VND 120 billion (US$ 5.05 million).

As of 27 July, the province has made 1,465 online public services accessible through the National Public Service Portal. This achievement has placed the province in the fifth position among all 63 localities across the country. It is also one of the first localities to build smart urban areas that have yielded favorable results. This includes the successful functioning of the provincial Intelligent Operation Centre (IOC).

To accelerate the digital transformation efforts, the Standing Board of the provincial People’s Committee has introduced a resolution focusing on the digital economy’s advancement. It delineates the objective of establishing a digital government, fostering a digital economy, and cultivating a digital society by the year 2025.

In line with this, all operations of the regional government will take place in cyberspace. The completion of a comprehensive digital database, alongside platforms that facilitate interactions between individuals, enterprises, and the local governing body, will be a pivotal aspect. Furthermore, the resolution underscores the province’s commitment to ensuring the security of online transactions.

Binh Phuo plans to expand its information and communications technology industry, as well as digital economy activities on the Internet. In 2025, each sector is expected to contribute 7-10% to the province’s GRDP.

An expert at the event recommended that the province concentrate its efforts on accelerating digital transformation within the tourism sector to enhance visitors’ experiences. Furthermore, the province should leverage its strengths in smart agriculture and forestry, facilitating the integration of its agro-forestry-fisheries industries onto e-commerce platforms. This would involve digitising the supply chain for exports to improve the value of local products.

Binh Phuoc should also formulate policies aimed at attracting and nurturing IT talent. This should be coupled with regulations that mandate all operations of State agencies to be conducted within the digital realm.

Moreover, implementing digital signatures for all documents would effectively mark the end of paper-based documentation practices. The province should partner with prominent telecommunications entities to pilot comprehensive digitalisation models.
