India Launches an App to Clean up the capital - Delhi

The app is called "Swacch Delhi" which means Clean Delhi and is available for Android devices and allows users to upload pictures of rubbish in their area.

The government in Delhi has launched this app hoping that it will help clean up the city from it’s growing rubbish problem. This is a huge challenge to clean up as Delhi is thought to generate around 1,500 tonnes of waste every day.

The App, launched by Chief Minister Arvind Kejriwal along with mayors of the three municipal corporations Monday, aims to make a coordinated effort to clean up the city. 

The mayors said the three municipal corporations will clear the garbage and the Public Works Department (PWD) will take the responsibility of cleaning the concrete waste. The senders of photographs of garbage and concrete waste will be sent follow-up messages and in case they are not satisfied with the work, they can send a reminder again.

Mr Kejriwal said residents can click the photograph of garbage and concrete waste in their respective areas and upload it on the app. Once the user uploads a photo of a garbage heap, the information will be forwarded to a control room in the urban development department, along with coordinates of its location. People have until 30th November to upload images, after which municipality workers will clean the areas highlighted through the images.

As Delhi's has a complicated administrative structure where different institutions have jurisdiction over different parts of the city. Many departments and agencies have been telling angry citizens that it is another department’s responsibility. Some of these belong to the Delhi state government  and others are controlled by the federal government 

Gopal Mohan, an adviser to Mr Kejriwal and the man in charge of the app, said that Swacch Delhi was born out of a meeting between the chief minister and various municipal organisations in an effort to "bypass the jurisdictional complications in the system".
